Objective: The objectives of this assignment are to: (i) develop an organizational structure, including functional structure and human resources plan, for the ICT Agency; (ii) define clear segregation od roles and responsibilities between the line ministry (MDDT) and ICT Agency aligned with their respective Charters and international good practices; (iii) recommend key administrative procedures (for interaction between ICTA and MDDT in undertaking and executing regulatory actions) to implement the recommended roles and responsibilities; and (iv) recommend potential financing options for the ICT Agency.
