Objective:
To strengthen the EAC Secretariat’s strategic and operational capacity in support of regional integration. The assignment provides targeted technical assistance across three areas:

• Project development & management: updating SOPs, operationalising coordination mechanisms, training, concept-note preparation, grants management tools, and support to the regional monitoring system.

• Public finance & governance: preparation of core public financial management instruments (e.g., PFM Bill, implementing regulations, and operational templates) for EAC organs and institutions.

• EU pillar-assessment preparedness: readiness reviews of financial, administrative, HR, and procurement systems; enterprise risk and business continuity frameworks; and documentation aligned with EU 9-Pillar standards.
