Objective:
Support the Government of Cyprus to establish and fully operationalise the National Sanctions Implementation Unit (NSIU) within the Ministry of Finance, aligning policies and procedures with UK/EU good practice (incl. close cooperation with OFSI). The assignment covers development of the NSIU Operations Manual (workflows, case management, inter-agency coordination, controls, templates), capacity building through a tailored training programme, legislative support for formalising the Unit’s mandate, and strategic communications & stakeholder engagement to ensure clarity, transparency and public trust. A practical staffing roadmap (secondments, internships, interim options) underpins sustainable resourcing and long-term institutional capability.
