Objective: The objective is to propose the formation of a holistic, interconnected and complementary system of national legislation in the field of ITES that meets modern ICT requirements and the pace of development of the digitalization sector.

Key Expert 1 – Team Leader, International expert
Experience:
- At least 10 years of experience in business transformation, public administration, public policy. Experience in Uzbekistan is demanded.
- Experience in leading projects in digital or business transformation in Uzbekistan or Central Asia.
Education:
- At least a master’s degree in economics, public policy or other relevant subject areas, obtained at international higher education institution.
- Knowledge of legal and other regulatory documents related to the Regulatory Zone and Special Economic Zone in Uzbekistan
- Strong knowledge of the international best practice in Regulatory Zone
- Experience of working with a diverse range of stakeholders including government and local council representatives, senior management and customers, preferably in the IT sector in Uzbekistan
- Ability to manage workload with minimal control; strong analytical, organizational, writing skills
- Availability of computer skills; strong oral and written presentation skills
Language requirements:
Fluent English; Knowledge of local language necessary
Key Expert 2 – Project manager, National Expert
Experience:
- At least 15 years of experience in public administration and professional experience leading and implementing complex transformation programmes successfully
- Experience of working with a diverse range of stakeholders including government and local council representatives, senior management and customers, preferably in the IT sector in Uzbekistan
Education:
- At least a master’s degree in economics, public policy or other relevant subject areas, obtained at international higher education institution.
- Strong knowledge of public regulation and legislation and experience in regulation and documents development in Uzbekistan;
- Strong communication skills, good problem-solving attitude, ability to deliver tasks under tight deadlines;
Language requirements:
Excellent knowledge of English and local languages;
Key Expert 3 – Document developer
Experience:
- At least 5 years of experience in development of regulatory legal acts.
- Experience in the review and analysis of regulatory legal acts.
Education:
- At least a master’s degree in public policy, public administration or law, obtained at international higher education institution.
- Ability to manage workload with minimal control; strong analytical, organizational, writing skills
- Availability of computer skills; strong oral and written presentation skills
Language requirements:
Excellent knowledge of English and Russian;
Key Expert 4 – Expert in Organizational Design
Experience:
- At least 15 years of experience in Human Resources management systems, change management and organizational design projects. Experience in Uzbekistan is an advantage.
- Experience in the realization and implementation of the HR transformation projects, HR business processes diagnosis and modeling, HR policies and procedures development, preferably in Central Asia and Uzbekistan.
Education:
- At least a master’s degree in human relations, psychology or other relevant subject areas, obtained at international higher education institution.
- Knowledge of international best practice in HR and other documents related to the organizational design
- Ability to manage workload with minimal control; strong analytical, organizational, writing skills
- Availability of computer skills; strong oral and written presentation skills
Language requirements:
Excellent knowledge of English and local language is essential;
Key Expert 5 – Business analyst
Experience:
- At least 5 years of experience in business processes reengineering, business process development or business transformation projects in public sectors.
Education:
- At least a master’s degree in IT or other relevant subject areas, obtained at international higher education institution.
- Ability to manage workload with minimal control; strong analytical, organizational, writing skills
- Availability of computer skills; strong oral and written presentation skills
Language requirements:
Excellent knowledge of English and local language is essential.
