Objective:
The HR Retention Strategy for 2025– 2029 will focus on strengthening Rwanda FDA’s human capital, reducing turnover, and building a resilient workforce that is capable of meeting the needs of the institution and the public. The strategy should be tailored to Rwanda FDA’s unique challenges and operational environment, providing evidence-based solutions for improving employee satisfaction, fostering a supportive culture, and maintaining a highly skilled workforce.

Key Expert 1 – 60 mandays (40 mandays working in Rwanda)
Tasks
- Developing the human resource retention strategy
- Identification of all relevant stakeholders in the preparation of the strategy
- Collection of all data required to assess and develop final report documents
- Coordinating and ensuring communication with GIZ, partners and others involved in the project
Experience:
- Education/training (2.2.1): Graduate/Postgraduate degree in a relevant field such as Human Resource Management, Public Health, Health Policy, Health services management, Project Management or similar qualifications.
- Language (2.2.2): C1 -level language proficiency in English
- General professional experience (2.2.3): 8 years of professional experience in human resources management and policy development.
- Specific professional experience (2.2.4): 5 years of professional experience in strengthening health systems and developing strategic plans
- Leadership/management experience (2.2.5): 1 year of management/leadership experience as project team leader or manager of a relevant department in a company.
- Regional experience (2.2.6): 2 years of experience working on projects in Africa.
- Development Cooperation (DC) experience (2.2.7): 1 year of professional experience working with international organizations/institutions.
