Objective:
The project aims to strengthen health governance and service delivery structures in Somalia by assessing the institutional capacity of the Ministry of Health at Federal and State levels. It supports the transition from donor-dependent systems to sustainable, government-led service delivery, enhancing coordination, accountability, and efficiency in the health sector.

The assessment covers governance frameworks, financial management, human resources, and operational structures at state, regional, district, and facility levels. Findings will inform capacity development strategies and policy reforms aligned with Somalia’s Health Sector Strategic Plan (HSSP 2022–2026) and Essential Package of Health Services (EPHS 2020).

Activities include a functional review of sector governance, institutional and human capacity assessments, stakeholder consultations, and the development of a monitoring and evaluation framework. The project will produce a reform roadmap and policy recommendations to guide the gradual institutionalization of government-led health service delivery in Somalia.
